The Supporters Liaison Officer (SLO) is a professional football club's delegate for fan relations.

It is a professional figure included in UEFA's Licensing and Financial Fair Play rules in 2010, transposed by the Federazione Italiana Giuoco Calcio (FIGC) in the organisational criteria for obtaining national licences as a requirement for football clubs to participate in professional leagues from the 2012/2013 season.

Here is what the role involves:

• be the crucial contact between the club and the fans;
• informing the club's ownership and management about fan problems, acting as an expert advisor on the subject;
• to ensure a continuous link and channel of communication between clubs and fans, promoting the improvement of this relationship;
• work closely with the club's Security Delegate;
• play a mediating role in discussions between the club and supporter groups and between supporters and the police, trying to reconcile the work of the public security authorities with the supporters' culture and club policy;
• always be present at the stadium for the team's home and away matches. For away matches, it is the support of the fans to solve, within the framework of the regulations in force, any problems that may occur, especially regarding the purchase of tickets, access to the host stadium, the smooth running of the match and the exit from the stadium;
• take part in the organisational phase of the match event, in particular in the meetings of the Security Operations Groups (Gos) of the police headquarters concerned
• try to avoid uncomfortable and dangerous situations and encourage access to the stadium;
• be the addressee of requests for the introduction of fan paraphernalia (banners and flags that do not bear club colours and symbols, megaphones and drums) at the stadium, to be forwarded to the Security Operating Groups (Gos) for processing in accordance with the regular procedure;
• establishing relations with the Supporters Liaison Officers of other clubs, especially in the run-up to and in conjunction with matches between the respective teams;
• be the 'guarantee' reference of the fans and their interface in the application of the 'Appreciation System' adopted by the club (click here to read, consult and download it)

Since its rebirth in Serie D, even though the figure of the SLO is not contemplated for amateur clubs, Parma Calcio 1913 has believed in this role, convinced that football and its entire environment can be better if football is ready and willing to establish a two-way dialogue with fans.

FAN AUTHORISATION

In order to display flags and banners that do not bear the corporate colours and symbols of the teams involved in a match, to set up choreographies or to introduce megaphones, drums or other sound diffusion instruments in any sector of the Tardini, it is necessary to submit a regular request, in accordance with the regulations in force (Determination of the Ministry of the Interior-Observatory on Sporting Events of 08/03/2007 and Memorandum of Understanding between the Ministry of the Interior and the Professional Leagues of 04/08/2017 ), to the Gruppo Operativo Sicurezza (GOS) of the Parma Police Headquarters.

The GOS, which meets in the days preceding each competition, is the body responsible for issuing the relevant 'clearance'.

The application must be sent to the e-mail address of the Supporters Liaison Officer (SLO) of Parma Calcio (gsquarcia@parmacalcio1913.com), who will forward it to the GOS.

The request must be made by filling in the following specific forms:

• authorisation of flags and banners (click here);
• choreography authorisation (click here);
• authorisation of megaphones and drums (click here);



As far as the setting up of choreographies and the introduction of megaphones and drums is concerned, the acceptance of the application, together with the modalities for the admission to the Tardini of the material and instruments of the supporters in question, will be communicated through the e-mail address used to forward it and also, in the case of away supporters, to the SLO of their club.

For the access of flags and banners, silence-consent applies: the applicant will only be notified of any refusal via the e-mail address used to send the application.
